The Earth Observation Probe BLUE OYSTER (EOP_BLUE) was the final spacecraft launched under the Joint Earth Observation Initiative, an international programme coordinated by the European Space Society (ESS) and headed by the National Aeronautics and Space Administration (NASA). The satellite entered Low Earth Orbit on 18 August 2008 aboard an Ariane 5 launch vehicle from the Guiana Space Centre. On 19 August 2008, telemetry indicated that the primary solar arrays failed to deploy following orbital insertion. Loss of electrical generation prevented normal spacecraft commissioning. The mission was officially declared a complete loss on 23 August 2008. For the following thirteen years, BLUE OYSTER was widely considered a permanently inactive satellite.

Beginning in October 2021, amateur radio operators, satellite trackers and astronomy communities across North America reported intermittent digital communications matching archived EOP_BLUE carrier frequencies. Signal analysis performed independently by multiple organisations indicates a strong correlation with historical telemetry published by the International Earth Observation Consortium. At present, no verified explanation has been provided for the spacecraft's continued operation beyond its expected service life.
No official explanation has ever been released by the European Space Society or the National Aeronautics and Space Administration. The name appears throughout development documents and launch records but is never formally explained. Consensus remains that the engineering team were fans of the band ”Blue Oyster Cult”
Can I see it?Yes. Due to its altitude of approximately 20,000 kilometres, BLUE OYSTER is only visible under favourable viewing conditions. Predicted passes can be calculated using public orbital tracking software.
Can I communicate with BLUE OYSTER?Officially, no. The spacecraft was never designed to receive public communications from civilian operators. However, multiple independent reports claim to have received direct responses during October 2021. These reports have not yet been independently verified.
Why is BLUE OYSTER transmitting again?At present, no explanation exists. Consensus remains that somehow the payload managed to open after thirteen years thus allowing the satellite to use its solar array.
Members of the public are encouraged to submit radio recordings, packet captures, orbital observations and photographic evidence believed to be associated with BLUE OYSTER.
